Alright, what am I missing?
I'm using tangled web which gives me the template. Do I roll up the stats/criterial manually at this point? Does tangled web have a tool that I need to be using to generate this stuff?
I downloaded the Piazon rules and I'm ok with them, but should I whip out my dice bag and start rolling manually?
I expected tangled web to have resources to generate random stats, so bear with me. First time doing this off-paper.

Most games you play online will be point buy, partly because it's impossible to cheat, and partly because it really is more balanced and fair. However, Inivsiblecastle will let you roll your stats, as well as some other sites.

Point Buy is a system used to generate attribute scores.
Most point buy follows these rules: All attributes start at 8 You get a certain amount of "points" to spend in them Scores are bought 1 for 1 with points until you hit 14. Every one more in the score AFTER 14 costs 2 points, and after 16 costs 3. (So a 14 in a score costs 6, a 16 costs 10, and an 18 costs 16) Racial modifiers are applied AFTER distributing points.
Point Buy is generally used so that everyone has the same starting place, ensuring total fairness, as well as complete freedom with making a character (for example, 14,14,14,10,14,14 might be good for a Paladin, but you simply could not make a proper Wizard out of it [or at least, from my experience, anything short of an 18 Int on a Wizard is a recipe for failure], whereas with Point Buy you're free to choose however to distribute your points.)

Ok - I'm with ya, but let me drive the issue home. Say I want to create a character with the "point buy" system (which I actually do), how to I go about buying the points and getting the character created?

The points buy the ability scores. In ZX's game, we're starting with 32 points. Put all your scores at 8 and start buying them up with your points. You decide where to put the points so if you want to leave three of them at 8 and distribute the rest evenly, that's fine. It's your character, set it up how you want to.
