Now if your campaign takes place in a city or a town its more than likely that you will run into some form of the law
you can use this as a standard template for guards and alter them as you see fit
i am using the example of a guardsmen from the city of vollen ( a city in the highlands of my world with access to some of the finest smiths in the land)
Medium Humanoid ( Anything / Lawful)
Hit Dice 2D4
Initiative +0
AC: 10 + 1 + 4 + 2 = 17 (+1 dex bonus +4 scale mail +2 shield)
Organisation: loner (1) gateguard (2-4) city gate patrol (6-10 + 1 level 2 searg) squad (10-20 + 2 level 2 searg + 1 level 4 lieutenant) detachment ( 2 + squads + 1 level 7 officer )
challenge rating: 1
Treasure: 1/2 standard
Alignment Always lawful
STR 12 DEX 12 CON 10 INT 10 WIS 10 CHA 12
Base attack / Grapple : +1/0
Fort save : +2 Ref save: +1 Will save: +1
The gaurd has the following equipment:
longsword ( 1d8 damage critical = 19-20 *2 slashing) sap (1d6 damage critical *2 bludgeoning) heavy wooden shield (+2 ac bonus -2 armour check) scale mail (+ 4 ac bonus +3 max dex bonus +4 armour check bonus)

i'm guessing these are you typical gate gaurds that arnt really there to actually be any challange you got any for like the elite Guards type?

do you want me to make an elite gaurdsmen type of thing
i would just go with something about lvl3 for the gaurds and then higher levels and better equipment such as heavy armour and tower shields
not to mention a few skills to help as well...
